On Sunday, the nation of CAR will conduct a pivotal series of four votes, encompassing the presidency, national assembly, and local positions.

A Crowded Race for the Presidency

A field of seven contenders are vying for the presidency, among them ex-premiers Anicet Georges Dologuélé and Henri-Marie Dondra. The two were cleared to run by the constitutional court after being initially barred. Dologuélé finished second in the last two elections, while Dondra had a short tenure under the incumbent.

Opposition Hopes and Public Discontent

The opposition aims to capitalize on widespread discontent in a country where conflict remains a constant threat. More than half a million people are displaced within their own country, with a comparable figure living as exiles in neighbouring countries.

"This represents an opportunity to commend the significant progress of the nation," said a senior UN diplomat, though he added that obstacles remain.

Touadéra's Expected Victory

Despite the challenges, President Faustin-Archange Touadéra, a one-time academic, is largely predicted to secure another term. He transitioned into politics in 2008 when named prime minister, serving until a rebel coalition overthrew the government in 2013, triggering a civil war.

After a chaotic three-year interim, his reputation for impartiality from the main militias fueled his second-round victory in 2016.

Election Risks and Voting Challenges

Concerns persist that supply-chain issues and insecurity could mar the electoral process, especially in rural areas. The UN peacekeeping mission, Minusca, is offering security and logistical support that the state's crumbling infrastructure cannot manage.

Further issues include the voter list being published only online, a major hurdle in a country with limited internet access. These issues have led to an electoral boycott and could, according to observers, "disenfranchise large segments of the population."

Implications of Extended Rule

Many residents fear that another term for Touadéra—made possible by a 2023 charter change that abolished term limits and extended mandates—would entail expanded sway for outside interests.

The president has relied on the Russian mercenary group Wagner for his protection, and despite its founder's death, has resisted calls to fold its fighters into a new structure. In contrast, Rwanda has taken a separate strategy, focusing on commercial ventures within CAR.

Claims of National Disposal

Recent reports have claimed the government evicted its own soldiers from a World Bank-funded training centre to accommodate a Rwandan livestock operation. A pro-opposition editorial accused the leadership of being "determined to sell off the nation piece by piece."

Despite a newly signed agreement with armed factions offering hope of calm, the election moves forward under a cloud of doubt and geopolitical rivalry.
